CERTIFY for appraisal and litigation

When a claim goes to appraisal or litigation, standard documentation is vulnerable. CERTIFY adds per-file SHA-256 integrity hashing and an evidence audit log, so each photo, finding, and report version can be checked for modification. If a file changes after capture, its hash no longer matches the recorded value.
